Certiorari-State Councils-Powers 01 Committee 01 Enquiry appointed by Governor-State Councils (Colony and Southern 'Togoland) Ordinance, c. 8 0/1952, s. 8 (1). The Governor, acting under the powers conferred upon him by the State Councils (Colony and Southern Togoland) Ordinance, c. 8 of 1952, [page 234] s. 8 (1), appointed a committee of enquiry to enquire into a matter of a constitutional nature. The terms of the order appointing the com¬mittee were obscure, but it appeared they required the committee to investigate charges preferred against the applicant which, if proved, might have justified his destoolment. The committee, in its findings, went beyond its terms of reference and recommended the re-enstoolment of the applicant's destooled predecessor as stool holder. This finding the Governor purported to confirm.
