ERNEST A. OSAFO [DR.] AND GHANA CIVIL SERVICE

The complainant is a man of considerable academic achievement and has also travelled widely. Before the 15th October 1991 he was in the employment of the Government of Ghana as a Civil Servant of the Ministry of Industries, Science and Technology. He was retired with full retirement benefits on the 15th October 1991. The reason being that his conduct had brought the Civil Service into disrepute. The Head of Civil Service included in a letter to the complainant that having admitted to committing economic crime against the state and having paid reparation his services were no longer required. This was an Executive decision. In the present complaint, which was lodged with this Commission in July 1996, the complainant called for justice. In his complaint he made reference to the reasons for his retirement as stated in the Head of Civil Service letter of 15 October 1991.
