By a petition dated 16th August 1994, the complainant sought the intervention of the Commission against the termination of his appointment by the respondent. By a letter dated 16th April 1996, the petition, which was originally filed at the Western Regional Office of the Commission, was transferred to the Head Office for handling. The transfer was occasioned by allegations made against the complainant by the respondents to the effect that he had stated that he had friends at the Regional Office who had promised to help him. The complainant was duly informed of the transfer and requested to pursue his petition at the Head Office. The complainant has however failed to follow up on his petition since its transfer to the Head Office in 1996. In the circumstances the Commission ceases further investigation in accordance with Section 13(1)(b) of the Commission on Human Rights and Administrative Justice Act 1993 {Act 456} which states: S.13 "Where in the course of the investigation ...
