The Complainant petitioned this Commission on 27th December 1996. He sought the aid of the Commission in collecting the right amount of pension due him on retirement. He stated that he was an employee of the Ministry of Education, Culture and Sports as a Senior Graduate Master (Professional Teacher). He was transferred from the Education Section to the Ministry of Culture in 1975. In 1982, Culture was separated from Education and named the Arts Council of Ghana. He applied for and was appointed the Director of Culture until retirement in 1982. However, he was given his gratuity and pension benefits as a Senior Graduate Master by the Ghana Education Service. He stated that his pension for the period he was Director of Culture still remain outstanding. Furthermore, he stated that from 1980-1982 a third of his salary was deducted.
