In October 1987 Mr. William Adokoh lodged this complaint at the Office of the Ombudsman. Following the phasing out of the Ombudsman office the complaint was transmitted to this Commission under the provision of Section 28(2) which provides that: "any complaint pending before the Ombudsman immediately before the coming into force of this Act may be proceeded with under and shall be subject to the provisions of this Act." The facts of the case as disclosed by the complaint are that the complainant, as a Supervisor of Mails at the then Posts and Telecommunication Corporation, was dismissed in 1985 for stealing two German Mail bags and 21 coloured pencils (product of Singapore). The respondent reported the matter to the Police. A search party by the Police discovered two mailbags and some coloured pencils in complainant's room.
