By his letter dated 14th July, 2000, the complainant prayed for a review of the Commission's decision of 13th June, 2000 on the following grounds: 1. The Commission failed to conduct its own independent investigation to ascertain the truth or otherwise in the allegation that he was an accomplice in a stealing case in 1980. 2. The assertion of the University that different punishments for similar offences was informed by "whether a culprit's offence is a first one or not” meant that the University would not have dismissed him but for his alleged involvement in the 1980 case, which involvement he had repudiated. 3. The University failed to produce in evidence the book whose library marks he had attempted to obliterate. 4. The University further failed to show evidence that the obliteration was done by him.
