A.B.KOFI KORANTENG AND NATIONAL INSTITUTIONAL RENEWAL PROGRAMME
INTRODUCTION The Complainant, a Civil Servant with the Management Services Division of the Office of the Head of Civil Service, was granted leave of absence to work as a consultant with the National Technical Group of the National Institutional Renewal Programme (NIRP) on a two-year contract, from 1 August 1996 to 31 July 1998. With funding from the World Bank, the NIRP had been launched by the Government in December 1994 in order to develop a more compact public sector as well as to promote government policies including good governance, accelerated economic growth, and equitable social development. On 21 August 1998, after the Complainant's initial contract with the NIRP had ended, the Coordinator of the NIRP, Dr Koranteng signed his appraisal report, which recommended that his secondment to the NIRP be renewed.
