Introduction The Complainants petitioned this Commission in February, 1996 against their retrenchment in January, 1994. The Complainants' Case The Complainants stated that they were until their retrenchment, Technical Officers in the Respondent's employ. They stated also that they reapplied to the Regional Director of Agriculture, Central Region for employment after their retrenchment. They stated further that the Ministry of Agriculture still needed Technical Officers and had even employed some more. Therefore, they contended that since they possessed the requisite qualifications and experience, they wished to be readmitted into service. The Respondent's Case The Respondent stated that the Complainants were retrenched from the Irrigation Development Authority on the advice of the Office of the Head of Civil Service in order to reduce its manpower level.
