The Complainant stated in his complaint of 13th March 1996 to this Commission that he needed assistance to collect his arrears of salary from September, 1992 to August 1993. This, he said, had been denied him by the Respondent in spite of several representations he had made. The Respondent stated that the Complainant was posted to the Ahafo Ano South District in Ashanti Region in September 1992. He however sought for release and was transferred to the Bechem District in the Brong Ahafo Region. As a result, when salary arrears were being paid, his name was not on the Ahafo Ano South District vouchers. The Respondent said that the Complainant had been advised to route his grievances through his new District Office. The complainant disagreed with this suggestion and insisted that the payment of arrears was the responsibility of the Ahafo Ano District.
