In a petition dated 22nd April, 1994, the Complainant prayed this Commission to help retrieve his withheld salaries from the Respondent. According to the Complainant, he was an employee of the Town and Country Planning Department since 1979. He stated that he was seconded to the CDR in 1983. He stated further that whilst on secondment his name was deleted from salary vouchers in 1985. He therefore petitioned the Respondent who promised to look into the matter. After repeated requests for comments had gone unheeded, the Commission set out to investigate the matter. Comments therefore gleaned from the Respondent in September 2000, 6 clear years after the matter was placed before the Commission revealed as follows: The Complainant whilst in office was granted premises to pursue a course in draughtsmanship at the Institute of Technical Education in 1984.
