On 14th September, 1999 the Complainant E. A. OKYNE filed his complaint with the Registry of this commission complaining against the Respondents herein to intervene against his demotion and suspension contrary to the policy operation at CEPS. According to the Complainant the action taken by CEPS is a travesty of justice and is inimical to his progress in CEPS. The thrust of the Complainant's case is that he travelled to Accra for official assignment in between February and March. On his return a report was made to him that there was a short collection of duty on certain goods arrested. Upon a report submitted by the Public Relations Officer whom the Complainant instructed to investigate the case, the Complainant queried his 2nd in command on 23rd March 1999. No response was received from his 2nd in command. The Complainant reported the matter to the Headquarters of CEPS. On 9th September, 1999 the Complainant rather was demoted and suspended from duty with loss of pay for 6 months...
