ERSKINE OWUSU AND INSPECTOR GENERAL OF POLICE

The Complainant, Erskine Owusu, petitioned this Commission in 1994 alleging that he and four other police officers had been unjustly dismissed by the Police Council through a radio announcement on 23 March 1986. He said he petitioned the Police Council, which later commuted his dismissal to compulsory retirement as no adverse finding had been made against him. The Paymaster General was to process his retirement benefits. The complainant however asserted that his retirement should take effect from August 1994 when the decision was taken to retire him. As a result, he is claiming salary arrears, promotion and other benefits, which should accrue to him being a serving officer until August 1994. He also is claiming compensation for the unjust disruption of his career. The respondent stated that the Police Council had varied the effective date of the complainant's retirement to 4 August 1994 and had directed the Paymaster-General accordingly.
