The Complainant in his complaint of 30th June 1999 asked this Commission to investigate action of the Respondent which to him infringed on his individual rights. He stated that he was an Assistant Headmaster in charge of Administration and Welfare of Labone Secondary School. He said that he was on approved study leave to pursue a Master's Degree at the University of Ghana. He stated further that by the school's regulations, an officer who is away on leave for a year (which he was still remained a substantive officer and was paid for the period. However, his salary had been suspended and another person had been appointed to fill his position. The Commission investigated the matter and found that the headmistress at Labone Secondary School had written to the Regional Directorate of Education for a replacement for the Complainant's position.
