INTRODUCTION The Complainant, a Principal Accountant of the Respondent institution, was summarily dismissed for unlawfully causing the withdrawal of an amount 45,000 from the Account of the National Rehabilitation Fund and converting itfor his personal use. The Complainant denied the charge, saying he only caused the money to be transferred to the General Account. The question is whether he caused the withdrawal of the amount in question, and whether he applied it for the benefit of the respondent institution or himself. COMPLAINANT'S CASE The Complainant stated that in order to balance his accounts before handing over and proceed on transfer to Sunyani, he informed his Chief Highway Engineer, GHA/GAR that he wanted to transfer an amount of €45,000 from the Road Rehabilitation Fund Account (Account No. 2) to the General Account (Account No.1).
