Introduction The Commission received an invitation from a human rights activist to investigate what he termed, "Capricious and Unreasonable Transfer of Eleven Doctors at Ridge Hospital without Replacement." He reminded the Commission that the late Justice Andoh, the Ombudsman took an interest in a newspaper publication on the misuse of a state owned helicopter. He exhorted the Commission to take a similar interest in a Chronicle publication of January 28th - 30th, 2001 on the transfer of 11 doctors from Ridge Hospital. The Complainant's Case The Complainant stated that the Chronicle story depicted a situation where people were denied access to quick medical care because of the decision of the Respondent to transfer 11 out of 28 doctors without arranging for their replacement. The Chronicle had asserted that the transfers were seen by many as punitive and an attempt to punish the medical personnel for resisting the militarisation concept in 2000.
