The complainant, a former employee of the CEPS, the respondents herein complained to the Commission in 1997 against his dismissal from CEPS and prayed for reinstatement. The complainant stated in his complaint then that sometime in January 1989, he and ten (10) other officials of the CEPS were interdicted from office for allegedly "doing an act detrimental to the economy of Ghana by allegedly allowing importers to evade customs duty." The complainant stated that the National Investigations Commission (N.I.C.) investigated the allegations and submitted a detailed report. The Government subsequently issued a White Paper on the report of the NIC in or about September 1990. It is the contention of the complainant that the White Paper was silent on his fate. It did not mention his name at all. The complainant stated in his complaint further that the White Paper notwithstanding the CEPS wrote to dismiss him from its employment on 20th June 1991.
