SAMUEL P.Y. OKAI AND CUSTOMS, EXCISE & PREVENTIVE SERVICE (CEPS)

The Complainant, a Revenue Officer of the CEPS' appointment was terminated by a letter issued on the 30th June 1995 by his employers. The reasons for the termination were given as flouting of laid down procedures of the CEPS and smuggling. The Complainant was aggrieved and petitioned the Commission for: 1. Re-instatement 2. Payment of all his salaries and benefits for the 9 years that the purported termination of appointment lasted. 3. Upgrading in rank. COMPLAINANT'S CASE The Complainant claims he imported three (3) standing dryers from Nigeria. Two weeks after the arrival of the items, he consulted the head of the Special Operations Unit (SOU), Miss Kafui Ayeh who allowed him to clear two (2) of the dryers leaving one pending the full payment of import tax on the 3 before clearing the third one.
