INTRODUCTION The Complainant alleged that the Respondent has unlawfully seized his passport as a result of a debt that he owed a friend who reported to the Respondent. He further alleged that he is paying the said amount. He therefore petitioned the Commission to compel the Respondent to release his passport to him. INVESTIGATIONS AND FINDINGS On the 19th November 2001, the Chief Inspector Fofie of R/CID, Accra was contacted. He stated that somewhere in November 2000, the Complainant collected an amount of ¢18,5 million from one Kwame Addo with the view of securing an American visa for him. The Complainant could not acquire the passport for the said Kwame Addo, neither was he able to refund the said amount to him. Mr. Kwame Addo in the process reported the matter to the Police for the arrest of the Complainant.
