INTRODUCTION The Complainant petitioned the Commission for his intervention to release him from prison custody in order to cure himself from stroke. He is paralyzed on one side of his body. COMPLAINANT'S CASE The Complainant was convicted and sentenced by the erstwhile National Public Tribunal chaired by Kwesi Aggrey Esq., on the 2nd February 1993 on a charge of murder contrary to Section 46 of the Criminal Code 1960 (Act 29) and Section 16 of the Public Tribunals Law 1984, PNDCL 78. The Complainant was sentenced to death by shooting by firing squad and appealed against the conviction to the National Public Tribunal, Appellate and Review Division. INVESTIGATIONS BY COMMISSION Officials of the Commission visited the Complainant at the Nsawam Prisons. He looked pale and weak. The officials also noted that the Complainant had benefited from Presidential Pardon on 1st July 2003. The death sentence of the Complainant had been commuted to life imprisonment.
