ATUGUBA JSC. This is an application by the Attorney-General for an order of certiorari to quash the decision of the trial judge, Abodakpi J, given on 14 April 2008. And the crux of the interested parties' case is contained in paragraphs (24) to (32) of their affidavit in opposition. They are as follows: "(24) When the PNDC were carrying out their major local council reforms, they created a new district called Dangme West District Assembly under LI 1490 in March 1989 and solved the long standing problems by placing Natriku alongside other Osudoku villages under the new district and drew upa district boundary which encompassed both Akuse and Amedeka. Very strangely, the PNDC ... put all the villages surrounding Akuse including Natriku, suburb of Akuse, under Dangme West District Assembly, but omitted Akuse-Amedeka town itself.
