PETER MOCHIAH YANKEY AND CIVIL SERVICE
INTRODUCTION In his complaint dated 27 September 2005, Peter Mochiah Yankey an employee of the Information Services Department requested the Commission to investigate his delayed transfer to the administrative grade. RELEVANT FACTS The Complainant, who is an Assistant Director of the Information Services Department, stated in his complaint that on 27th August 2001 he applied to the Head of Civil Service for transfer to the administrative grade after serving in the Information Services Department for twelve years. He explained that the transfer could enable him maximize his potentials. On 14th January 2003, the Head of Civil Service considered his application and invited him and four other applicants for an interview. The Complainant claimed that several months after the interview, he did not hear from the Civil Service and all efforts made to know the outcome of the interview proved unsuccessful.
