INTRODUCTION On 30th June, 2007 the Complainants filed a petition with the Commission against the Respondent for their refusal to issue Clearance Certificate to them. The Complainants alleged that the reason for the refusal of the issuance of the Clearance Certificate by the Respondent was that they were informed by the Respondent to hand over their keys to the accommodation units' at Dansoman to them before they will be granted the Certificate. The Complainants explained that the Ministry of Water, Resource, Works and Housing was the sole owner of the estate at Dansoman. The estate in question was released to the affected flood victims at Abossey Okai in 1973 to which the Respondent never claimed ownership.
