MR. ISSAKA RICHARD ZAKARI AND NATIONAL COMMISSION ON CIVIC EDUCATION (NCCE)

INTRODUCTION The Complainant herein, Mr. Issaka Richard Zakari, before the termination of his appointment by a letter dated 15th April 2010, was a Deputy Director with the Respondent. The Commission on Human Rights and Administrative Justice (referred hereafter as the Commission, distinguished from the Respondent Commission), received a complaint from the Complainant dated 5th February 2010 which contained various enclosures. The Complainant alleges that: 1. There was irregularity in his re-designation as Deputy Director II whilst his colleagues who were posted to the headquarters remained Deputy Director I at the Headquarters. 2. The promotion interview for the position of Director that he attended was irregular having been conducted without a representative of the Public Services Commission. 3.
