On the 27th of November, 2013, Nii Jafro Mensah Larkai caused to be filed in the Lands Division of the High Court, Accra, an application for an order of mandamus directed at the Executive Secretary o f the Lands Commission Secretariat. In the affidavit supporting the application, Nii Jafro Mensah Larkai claimed to be the Head of the Onamrokor Adain family of Gbese, Accra. He claimed that as Head of the said family, he had power “to execute instruments and other documents in transactions concerning the family’s lands and other properties and give valid discharges for monies paid to the family by any person or institution, government or otherwise”. His complaint against the Executive Secretary of the Lands Commission Secretariat was that the Secretariat had refused to acknowledge him as the substantive head of the Onamrokor Adain family and had therefore neglected the documents executed by him for processing.
