JUDGMENT INTRODUCTORY BACKGROUND [1] This is an appeal from the decision of the Circuit Court, Accra dated on 17 December 2015. [2] The facts of the case as per the Court’s judgment are that the Complainant is a Police Officer who lives at Teshie Police Barracks while the 1st Appellant is a brick layer who also lives at Teshie Camp. The 2nd Appellant is a driver’s mate living at Teshie Aboma. On 11 December 2015, the Police received information that the 1st Appellant supplied people with narcotic drugs and met them at vantage points to supply them same. The 1st Appellant came to the police station to visit his brother in cells and surveillance was then placed on him upon the received information. The 1st Appellant was later spotted at Teshie Lascala handing over a concealed black polythene bag to the 2nd Appellant. The Police closed up and arrested the 1st and 2nd Appellants with one compressed parcel of substance suspected to be Indian hemp. The 1st Appellant attempted to escap...
