JUDGMENT The Plaintiff, State Housing Company Ltd, formerly known as State Housing Corporation, is a limited liability company which is in the business of providing housing. The Defendants are tenants of the Plaintiff with various tenures of leases and licences who occupy Blocks P, Q and R of the Plaintiff’s flats located at Kanda Estates in Accra. According to the Plaintiff, sometime in 1995, the Government of Ghana adopted a strategic plan known as the Greater Accra Metropolitan Strategic Plan (GAMA) with the aim of redeveloping estates with low density housing and dilapidated buildings. The Plaintiff’s claim that successive Governments have worked towards the achievement of the objectives of the said strategic plan by capturing its principles in their Budget Statements, Economic Policies and State of the Nation Addresses as evidenced by Exhibits ‘B’ to ‘E’ attached to Plaintiff’s witness statement.
