Accused person in this case is appealing against his conviction and sentence by the Circuit Court, Amasaman dated dated 27th May, 2018. The Appellant was charged with the offence of possession of Narcotic Drugs without authority contrary to Section 2(1) of PNDC Law 236/90. The learned trial Judge convicted the Appellant and sentenced him to ten (10) years imprisonment IHL. The grounds of appeal are as follows: a. The Learned Circuit Court Judge erred in entertaining charges, convicting and sentencing the accused person on the basis of a purported offence under section 2(1) of PNDC Law 236/90 which PNDC Law 236/90 was repealed at the time of the alleged commission of offence. b.
