CLOSURE REPORT INTRODUCTION The Complainant (John Essandoh) lodged a complaint against the Respondent (Controller and Accounting General Department) at the Commission on Human Rights and Administrative Justice (The Commission) on 13th July, 2013 alleging nonpayment of salary arrears. COMPLAINANT POSITION The Complainant is a 53 years old pupil teacher at Ajumako Kwaakodo D.A primary. He was employed by Ghana Education Service in (1996) and was been paid regularly. However, he stopped receiving salary in April 2010 till date. I le then reported the issue to his District Directed who made inquiries from G.E.S why his salary was withheld. A letter was then sent from G.E.S to Ministry of Finance concerning the Complainant issue. A letter was received from the Ministry of Finance indicating that the Complainant's salary was suspended due to failure in capturing his name in the G.E.S. census which was conducted in 2009.
