In this application for substitution, the Applicant herein is seeking to substitute the Plaintiff who is now deceased. The background facts leading to this application are that the plaintiff (deceased) caused the writ in this suit to be issued against the defendants for the following reliefs: “a. A declaration that 1st Defendant’s CD Forms were irregularly obtained, prepared and submitted by 5th Defendant’s immediate past Registrar and same was not an official act by the 5th Defendant and same should be withdrawn by 5th Defendant’s Registrar and/or by 4th Defendant within 24 hours when this order is served on 5th Defendant. b. An order setting aside the ruling and Order of Mandamus of the High Court, Sekondi in Suit No. E9/4/18 dated the 19th day of October, 2017 on the grounds of fraud and/or forgery. c.
