1] PARTIES Plaintiff, Togbe Dr Adzah Kodzo VI, is an employee of the defendant, Ghana Revenue Authority. 2] PLAINTIFF’S CASE 3] The facts of this case are that plaintiff was employed by defendant in 1995. In January 2011, he was promoted to the grade of Principal Revenue Officer. Sometime in September 2013, he applied for and was granted study leave without pay commencing January 2014 to December 2016. Upon completion of his study leave without pay, he returned to work in January 2017. 4] According to plaintiff, in February 2017, he received a strange letter from defendant titled: “OFFER OF RE-APPOINTMENT”. By the said letter, he was to be put on probation of one year in addition to other terms and conditions that he considered to be alien to the Civil or Public Service of Ghana.
