The Applicant, Dr. Amanda Odoi, challenged the constitutionality of the parliamentary process leading to the passage of the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2024. She contended that the Speaker of Parliament failed to obtain a prior opinion on whether the Bill would impose a charge on the Consolidated Fund as required by Article 108 of the 1992 Constitution, rendering the Bill unconstitutional and incapable of being presented to the President for assent.
