He stated that he was dismissed following an Audit Task Force inspection in 1986. He stated that an amount of ¢195,000.00 had been paid by him as Bursar of Sefwi Wiawso Training College for the supply of materials. However, the Task Force insisted that the goods had taken too long to materialise.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;text-indent: 2.6pt;mso-pagination:none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt; mso-border-shadow:yes"><span style="font-size:12.0pt;line-height:115%; font-family:"Book Antiqua","serif";mso-fareast-font-family:"Book Antiqua"; mso-bidi-font-family:"Book Antiqua"">The complainant stated that he had tendered documents to support the transaction. He stated further that his assertions were confirmed by the Headmaster. He was however ordered to refund the money which he did. After that, he was interdicted and then his appointment was terminated.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;text-indent: 2.15pt;mso-pagination:none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt; mso-border-shadow:yes"><span style="font-size:12.0pt;line-height:115%; font-family:"Book Antiqua","serif";mso-fareast-font-family:"Book Antiqua"; mso-bidi-font-family:"Book Antiqua"">The Ghana Education Service in its comments stated that it never had access to the Task Force reports and therefore could not comment meaningfully on the complaint. All efforts by the Commission to obtain a copy of the relevant Task Force Report have proved futile.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;text-indent: .7pt;mso-pagination:none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt; mso-border-shadow:yes"><span style="font-size:12.0pt;line-height:115%; font-family:"Book Antiqua","serif";mso-fareast-font-family:"Book Antiqua"; mso-bidi-font-family:"Book Antiqua"">The Commission observes that the Ghana Education Service has been known to review the cases of some of the employees who had been similarly affected by the Audit Task Force inspection. Since there has been no other adverse report placed before this Commission about the complainant, the Commission recommends that the Ghana Education Service uses the formula in Baiden v.
