</div>This
is an issue of administrative injustice in the application of policy on salary,
allowances and conditions of service at the W.E.B du Bois Centre.<o:p></o:p>Mr.
Emmanuel Gawuga (the Complainant) states that the Executive Director of W.E.B
du Bois Centre (the Respondent) has claimed and continues to claim a new
salary, allowances and benefits under an approved new Conditions of Service for
the staff whiles no single (Ghanaian) staff has benefitted from any part of the
new package.<o:p></o:p>The Complainant seeks the intervention of
the Commission to ensure justice and fairplay in policy formulation and
implementation by the Respondent.<o:p></o:p>The
Respondent indicated that the Conditions of Service of its Executive Director
was approved by the Ministry of Finance. They had not despite efforts succeded
in getting the same approval for that of the other staff. They contended that
the allegations of administrative injustice are unfounded.<o:p></o:p>The
National Commission on Culture, the supervising agency of the Respondent body
wrote to the Commission that it was attempting on inhouse settlement of the
matter to promote peace and harmony.<o:p></o:p>The
Complainant was written to of the intention to cease handling the matter if he
is not heard from by 3rd August 1999. Nothing was heard from him. He was
offered another chance with 10th February 2000 as the deadline. He still did
not react to the letter.<o:p></o:p>The
Commission therefore refuses to continue further investigation in accordance
with Section 13 (1) (b) of the Commission on Human Rights and Administrative
Justice (Act 1993) of Act 456 which states<o:p></o:p><p class="MsoNormal" style="margin-top:0in;margin-right:0in;margin-bottom:5.0pt;
margin-left:1.0in;text-align:justify;text-indent:3.05pt;mso-pagination:none;
border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt;mso-border-shadow:yes">"Where in the course of the
investigation of any complaint it appears to the Commission -<o:p></o:p><p class="MsoNormal" style="margin-top:0in;margin-right:0in;margin-bottom:5.0pt;
margin-left:1.0in;text-align:justify;mso-pagination:none;border:none;

circumstances of the case, any further investigation is unnecessary, it may
