Croffie of Coronation Street Cape Coast took action before the Rent Officer Cape Coast for the ejection of the appellant in this appeal and three others from House No. D55/3, Coronation Street, Cape Coast where they resided as tenants, for him to undertake repairs on the house among others. The Rent Officer made his own investigations into the matter and recommended or ordered for the ejection of the appellant and the others from the premises. <o:p></o:p></span></p><p class="MsoNormal" style="margin-left:2.25pt;text-align:justify;line-height: 115%"><span style="font-size:12.0pt;line-height:115%;font-family:"Book Antiqua","serif"">When the appellant and the others refused to vacate the premises as recommended/ordered by the Rent Officer, the landlord Thomas Croffie who is the interested party in this appeal took action at the Community Tribunal, Cape Coast, which was then the District Magistrate Court, seeking the enforcement of the recommendation/orders of the Rent Officer in its capacity as the Rent Magistrate as envisaged under section 6 of the <b>Rent Act, 1963 [Act 220]. </b><o:p></o:p></span></p><p class="MsoNormal" style="margin-left:2.25pt;text-align:justify;line-height: 115%"><span style="font-size:12.0pt;line-height:115%;font-family:"Book Antiqua","serif"">The Community Tribunal, as the Rent Tribunal or Magistrate, duly enforced the orders/recommendations of the Rent Officer and ordered for the ejection of the appellant and the others from the premises when the appellant failed to appear in court on the appointed date. This was on 10/1/2002, after the District Court had adjourned the case on several occasions. The Tribunal again ordered the appellant to pay all outstanding arrears of rent and electricity bills to the landlord. <o:p></o:p></span></p><p class="MsoNormal" style="margin-left:2.25pt;text-align:justify;line-height: 115%"><span style="font-size:12.0pt;line-height:115%;font-family:"Book Antiqua","serif"">About four (4) years after the Community Tribunal had duly given orders enforcing the recommendations/orders of the Rent Officer as sought by the interested party, precisely on 15/3/2006, which orders the appellant did not appeal against, the appellant went before the Court below to pray for extension of time to institute certiorari proceedings to quash the orders of the Community Tribunal made as far back as 10/1/2002. The reason given in that ex-parte application was that the District Court did not follow procedure in arriving at its decision since it never heard from the parties. The Court below granted the ex-parte application for extension of time, which paved the way for the applicant to pursue his application for judicial review. <o:p></o:p></span></p><p class="MsoNormal" style="margin-left:2.25pt;text-align:justify;line-height: 115%"><span style="font-siz
