line-height: 115%; font-family: "Book Antiqua", serif;">INTRODUCTION<o:p></o:p></span></u></b></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;mso-pagination: none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt;mso-border-shadow: yes"><span style="font-size: 12pt; line-height: 115%; font-family: "Book Antiqua", serif;">On 30th June, 2007 the Complainants filed a petition with the Commission against the Respondent for their refusal to issue Clearance Certificate to them.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;mso-pagination: none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt;mso-border-shadow: yes"><span style="font-size: 12pt; line-height: 115%; font-family: "Book Antiqua", serif;">The Complainants alleged that the reason for the refusal of the issuance of the Clearance Certificate by the Respondent was that they were informed by the Respondent to hand over their keys to the accommodation units' at Dansoman to them before they will be granted the Certificate.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;mso-pagination: none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt;mso-border-shadow: yes"><span style="font-size: 12pt; line-height: 115%; font-family: "Book Antiqua", serif;">The Complainants explained that the Ministry of Water, Resource, Works and Housing was the sole owner of the estate at Dansoman. The estate in question was released to the affected flood victims at Abossey Okai in 1973 to which the Respondent never claimed ownership.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;mso-pagination: none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt;mso-border-shadow: yes"><span style="font-size: 12pt; line-height: 115%; font-family: "Book Antiqua", serif;">According to the Complainants, when the Government issued notices for the sale of the estate to all occupants, including serving and retired Staff of the Respondent Company to buy the houses if they so desire, the Respondent never showed any interest in the notice but they (Complainants) went ahead and made payment to the Ministry of Water Resource, Works and Housing for the said houses.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;mso-pagination: none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt;mso-border-shadow: yes"><span style="font-size: 12pt; line-height: 115%; font-family: "Book Antiqua", serif;">The Complainants contended that they were at a loss as to why the Respondent refuses to issue the Clearance Certificate to them to enable them collect their retirement benefits from the Controller and Accountant General's Department and S.S.N.I.T, hence their complaint for redress.<o:p></o:p></span></p><p class="MsoNormal" style="margin-bottom:5.0pt;text-align:justify;mso-pagination: none;border:none;mso-padding-alt:31.0pt 31.0pt 31.0pt 31.0pt;mso-border-shadow: yes"><b><u><span style="font-size: 12pt;
