The first respondent/respondent (first respondent) is a financial institution operating as the country’s Central Bank. The second, third, fourth, fifth, and sixth respondents/respondents (referred to as the respondents) are employees and officials of the first respondent. <o:p></o:p></span></p><p class="MsoNormal" style="text-align:justify;line-height:115%"><span style="font-size:12.0pt;line-height:115%;font-family:"Book Antiqua","serif"; mso-bidi-font-family:Arial">As an official of the first respondent, the appellant, like many others were placed in official residence at the licence of the first respondent at H/No.2 1<sup>st</sup> Shippi Close, East Cantonments (referred to hereafter as “the apartments”). The licence agreement under which the appellant was placed in residence was dated 4<sup>th</sup> February 2005. <o:p></o:p></span></p><p class="MsoNormal" style="text-align:justify;line-height:115%"><span style="font-size:12.0pt;line-height:115%;font-family:"Book Antiqua","serif"; mso-bidi-font-family:Arial">By a letter dated 25<sup>th</sup> of June 2011, the first respondent asked the appellant to vacate the premises. This was said to enable the apartments (described alternately by the first respondent as Flat 3 Block F, East Cantonments), to be redeveloped from staff living quarters to a hospital for employees of the first respondent and the general public. The appellant, like all other occupants, were to be relocated into alternative staff housing provided by the first defendant. Following concerns raised by other occupants, the first respondent changed the date of relocation from January 2012 to March 2012.<o:p></o:p></span></p><p class="MsoNormal" style="text-align:justify;line-height:115%"><span style="font-size:12.0pt;line-height:115%;font-family:"Book Antiqua","serif"; mso-bidi-font-family:Arial">After the said date, all but the appellant left the apartments and were duly relocated to new staff residence promised and provided at Odorkor in Accra. The appellant however, in spite of several letters to him, failed to vacate the premises, citing a breach of the licence agreement. By reason of the said refusal, the first respondent’s hospital project could not take off. <o:p></o:p></span></p><p class="MsoNormal" style="text-align:justify;line-height:115%"><span style="font-size:12.0pt;line-height:115%;font-family:"Book Antiqua","serif"; mso-bidi-font-family:Arial">The appellant then commenced suit at the High Court.<o:p></o:p></span></p><p class="MsoNormal" style="text-align:justify;line-height:115%"><span style="fo
